CPU: FX-9590 @ 4.7Ghz
CPU Cooler H100i
MotherBoard Gigabyte GA-990FX-UD3
Case Master Case Pro 5
PSU: EVGA SuperNova 750Watt

The Case has ALL the Cables and Drives Hidden in the Basement i Dont Know Why under Heavy Load it Will Some Times Freeze and i have to restart (It is 80deg out Side)

i have the 2 120mm fans above the radiator on the down blowing down and 3 140mm fan in the front blowing in and the PSU Fan Pointing Up

It looks like the VRMs overheat problem. Also you don't post what GPU you had, the 750W PSU may not have enough power for your PC.

Which revision of your motherboard is? The MB needs the rev4.0 or up to support the fx9590.

You may get the other good MB, or return the fx9590 if the PC is new.

im stuck with a gt 710 until i can get a 1070 its a non-factor
the mobo is rev 3
im using about 400-450 watts at most right now

Would this mobo solve the problem i was going to upgrade anyway

Like cin19 said, your VRM's are overheating. You switched to liquid cooling and when you did that you stripped all of the cooling to the VRM's. They are roasting like eggs on a sidewalk right now.

Add a small CPU fan to the VRM's. I have the exact same motherboard as you and the same cooler. I had to to put a fan on my VRM's as my 8 core is overclocked to 4.95Ghz @ 1.56 volts.

If the VRM's are in fact the issue, and not your CPU over-heating, then yes it should solve the issue.

What is your CPU temp under load?
 
The rev3 does not support the fx9590. http://www.gigabyte.com/products/product-page.aspx?pid=4397# I am sure it is the VRMs overheat problem.
And that SABERTOOTH 990FX will be good one for the fx9590.

But recommend to add the small fan on VRMs like Themastererr said. Check the link http://www.overclockers.com/forums/attachment.php?attachmentid=135114&d=1384710155 May wait for the AMD new cpu, then make the decision to buy the new AMD cpu or intel cpu, because the fx9590 is not that good cpu for long run.

Strange on pcparttpicker there where no issues
but on the motherboard that im upgrading to it says not compatable
the support pages on the gigabyte and asus websites says the opposite lol
