How do I use 2 different types of RAM memory slots?

Can I use sticks of ram that have different max capacities? If so, then why can't I get all of the RAM usable?

I have this motherboard:

ASRock FM2A88M PRO3+ FM2+ 95W / FM2 100W AMD A88X (Bolton D4) SATA 6Gb/s USB 3.0 HDMI Micro ATX AMD Motherboard

Originally I had this for RAM:

Team Vulcan 8gb DDR3 1600mhz System Memory (2 x 4096MB)

I just bought this RAM:

$69.99) G.SKILL Ripjaws X Series 16GB (2 x 8GB) 240-Pin DDR3 SDRAM DDR3 2400 (PC3 19200) Desktop Memory Model F3-2400C11D-16GXM

So in summary I had 2 pieces of 4 GB (Vulcan) and I got 2 pieces of 8 GB (Ripjaws).

I have the Vulcan currently in A1 and B1 slots and the Ripjaws in A2 and B2. When I operate the computer, it says 24 GB installed but only 16 GB usable. I'm trying to figure out why it isn't 24 GB usable. I have tested all ram pieces and slots and they are all working. I also know that if I take out one Ripjaws, than both Vulcans and the one Ripjaw work in tandem for 16 GB installed and 14.9 GB usable (almost 16 so fine bc system uses some of it in reserve). But when I use all 4 pieces, it gives me 24 GB and 16 GB usable. I have tried doing the msconfig as well as going in advanced system settings and setting the initial and max page sizes to my max ram (24 GB). When I open the BIOS, I see that it recognizes all 4 slots and all working at 1333 frequency (even though the vulcans work at 1600 and ripjaws at 2400) although I confirmed at 1600 forced it all still runs at 24 gb installed 16 gb usable. Any ideas? Are these pieces not compatible with each other or does the two rip jaws create a dual channel that ignores the vulcan?

The only thing I'm left to think is Windows 7 Home Version can't support more than 16 GB according to their site. Is that really the issue here? Otherwise, everything would have worked fine?
 
Solution
The Home Premium only supports up to 16GB total. As far as mixing the DRAM, that's a crap shoot, no way to tell without trying, often if there are problems can make voltage/timing adjustments to help them play ;)
