New PC Build does not connect to the internet via Ethernet Cable (Windows 8.1 Pro)

Hello!

Recently I completed a build: https://www.reddit.com/r/buildapc/comments/4ygmkk/review_and_help_me_reduce_the_cost_of_my_pc_build/, and I booted up the computer this morning after receiving my monitor in the mail. Using a USB, I downloaded Windows 8.1 and (I think) most of the necessary drives for motherboard, network adapter, video card, etc. However, all that my PC can detect when it comes to internet is an "Unidentified Network (Limited)" Ethernet Connection. I've spent about 3 hours researching on possible causes, and I don't think it's because I'm missing drivers (there are no yellow question marks under Device Manager). In addition, I've tried using admin CMD prompt to release/renew the IP address (which has a 169 prefix), but that does not fix the problem either. If anyone has any suggestions/need more information, I will reply ASAP.

1) Yes, I can see the network adapter from Device Manager.

2) I bought the network cable today at the store and asked them to test it for me.

3) Actually I just finished setting a Static IP to match my router's IP scheme (which I double-checked in command prompt [administrator]), but the connection is still "Limited". It told me to reset my router, which led to "The default gateway is not available" error in the troubleshooting window.
