PC doesn't boot in an infinite loop

Hello, I have a problem with a PC: if I start the PC it powers on and powers off after few seconds in an infinite loop.
On the video there is no output and I can't see the BIOS.

I've resetted the CMOS.
I've tried anoter PSU.
I have disassembled the entire PC and I've tried to reassemble it.
I've cleaned the CPU and I've applied a new layer of termal grease.
I've cleaned the RAM and tried to swap the module and to use also only one module at times.

This is the configuration:

CPU Intel G620
MoBo Asus P8H61-M LX
RAM Kingston 2x2GB 1.067 MHz
HD Seagate 500GB Sata

No change to the hardware have been made,

Unfortunately I do not have any other MoBo or CPU for the 1155 socket to test this two components.

Any idea?

Yes with the only difference it takes more time to power down only after the first power on.
After this first power down the loop is the same of the one with RAM installed.

I can't test right now, I'll update asap.

The actual configuration is without any case fan (only the cpu fan).

Do I need to perform this test with case fan attached?

If I disconnect the cpu power cable the PC start and after 1-2 seconds it turns off and stay off.

I've tried another configuration: with a new 600W PSU and with only the VGA cable attacched it starts and stays on but I do not have any BIOS post with the black screen.
If I attacch the keyboard and mouse (both USB) the loop starts again!

I really have no clue.
