I took apart my hp laptop because it had an overheating problem. Cleaned it out, so I fixed the problem. Another problem arose, the touchpad and Finger scanner don't work anymore. I went into device manager to see if the touchpad is at least recognized but it's not. Stuck using a mouse. I also upgraded to Windows 10 (From 7). I'm not sure if that adds to the problem. Another thing is that I broke the locking tab for the touchpad ribbon. Is that why it's not working? If the locking tab is the problem, how do I fix it? Thanks for taking time to read this.

Unfortunately there is no way to attached/repair a broken tab back.
you need to replace the hole component (that means disassemble the laptop, remove the motherboard and then remove the complete tab assembly and put a new one, for me is a easy job, i do that many times (clients think they can fix things, then they usually broke even more). but if you don't know about electronics then no home repairs, and if you take that motherboard for a repair it will cost like 100+ dollars to fix (and the little piece cost about 5 dollars)

you can try to get windows 7 back and see if its a software issues, but if the tab is broken then is more likely to be a hardware faulty
