how to help my cpu in certain games. please help!!!

CPU:Athlon 860K 3.7ghz
GPU:GTX 960 4GB Palit edition
RAM: 8GB hyperX 1600MHZ

So I play a lot of rainbow six siege and the game is very fun but the problem is that I sometimes get fps drops to the 50s on high settings and sometimes medium settings. I have tried to prevent it from happening but the problem is the CPU, my GPU is only using about 60% of its usage and the CPU is at the high 90s and sometimes 100% (i know there is a bottleneck). is there some settings to turn down to help my CPU and its usage i would appreciate it :D

settings wise there is not much you can do, as lowering the settings will generally take load off the GPU more than the CPU. really you want to OC your CPU to around 4.2 GHz in order to rectify most of this issue. this requires having the right motherboard and heat sink, so perhaps it could be time to save up for a better CPU and thus new motherboard. It stinks when the CPU is the holdback.
