Hi. :)

First I will state my specs on my setup, before I do that, I just want to state I know some of these are quite old components and most of these parts were either leftovers from a previous computer I own.
Yes, I do own a much stronger computer with an Intel i7 6770k, with Sli 980ti and 32GB DDR4 Ram with custom water cooling that I use mainly for work, but I wanted to create a side computer which I could use purely for my own use and with some decent gaming on full hd. My main focus is Moba's and some only games like Black Desert online and etc.

CPU: Intel i7 870 (2.93GHz Stock)
MotherBoard: Biostar TPOWER I55
RAM: Corsair Vengence Pro 4x4GB 1600MHz DDR3 Ram
GPU: MSI GTX 760 OC 2GB < Most likely going to upgrade to either a Rx 480 or Gtx 1060
PSU: Corsair 700w +80 Bronze
SSD: Kingstong HyperX 120GB
HDD: 1TB WD 7200RPM

Current CPU cooler is from a very old build I used on my sisters computer, with an i5 2500 and the cooler is a ThermalTake Contac 16 I believe.

Well its cooling isn't all that great. With all the power saving features turned off on the motherboard and Turbo turned off and no manual overclocking the minimum and maximum temperatures are 44'C (111'F) and the max 57'C (134'F) Depending on the task, but so far in gaming it hasn't passed 57'C. It has reached 60'C and 64'C but that was do to poorly placed fans and air ventilation, also at the time was basic thermal paste.

Now I wanted to invest in some decent cooling but not to the point were I spend to much money. Most parts were scavenged from previous components from previous builds or broken parts which I fixed but never got rid of it after.

AIR:
So I am stuck between either the Fan-less ZALMAN FX70, I plan on adding 2 additional fans or the ZALMAN CNPS14X with 2 additional fans.
and
WATER:
The COOLER MASTER Seidon 120v. V.2 Maybe 1 more fan on the back of the radiator to exhaust the hot air and possibly lower the temps even more.

Which would preform better, since they are both the exact same price currently, and I do not wish to go higher if it isn't needed.

My overclock goal is 4.0GHz with the i7 870, I would love to reach it to 5.0GHz but seems highly unlikely.

Well kinda disappointing. Not much of a improvement. I didn't OC kept the normal stock speed and it lowered only about 2 to 3'C. 41'C in the lowest and 55'C on the highest.

Currently I can only purchase the coolers mentioned.

Its from a former country which split. Yugoslavia.

To bad $39 is a great deal on a decent water cooler, I'm using dual xeon x5680's, which are the Xeon versions of the i7-980x and have wasted a lot of time/$$ on coolers that are to weak for these..

Supermicro stock cooler, stock cooler with the fans from the theta's are a no go also..

Yeah I have a few coolers here but none are capable of keeping a decent lower temp. I might as all investi in a liquid nitrogen and overclock the baby at 5ghz.
