Problem when running CS:GO...

Hello, I am a fairly competitive gamer and have been having trouble with CS:GO on my computer.

A bit of background, I purchased the computer in November 2014, it was a custom built by me. I was running CS:GO perfectly fine, with stable FPS for quite some period of time. (Probably until february 2015). Then everything started to stutter and freeze more gradually overtime. This is the main problem I have with the computer. It's not really possible to play when every 20 seconds you get a .2 second freeze. It can make things like aiming not possible if it happens at the wrong time. ALSO, the computer seems to freeze way more than I would think it should... When it does freeze I sometimes leave it for up to 90seconds - 120seconds and it has unfroze. Here are my specs:

Also here is some other information:

I've thought of and tried many things. I've tried turning down settings in game, this seems to have no effect at all what so ever on the micro stuttering. I've tried forcepreload, seemed to make it better, but ultimately there is still a decent amount of stutter. I tried reinstalling windows, didn't take long for the problem to come back. Tried updating the firmware on my SSD, this seemed to give a performance boost, but the stuttering still remained. (SAMSUNG 840 EVO has a decent amount of problems reading older data apparently and the new firmware/magician is supposed to fix, already have that)

I've also tried monitoring temp with speed fan seems to go into the 70's Celcius. Not sure what to make of that. Also I don't think its a graphics card issue, as my graphics card seems to not effect the game much as it is very CPU intensive. I did update my sound drivers cause I have heard that can be a problem for CS:GO, but ultimately I feel there is something else wrong with my computer as it frequently freezes, and I feel it shouldn't have as many problems as it does with that.

I don't have any real ideas, the next thing I was gonna ask is there anyway to see if my CPU is heat damaged?

Also I don't normally ask for help on this stuff I really try to figure it out myself but I feel really stumped. Would appreciate any help someone can give me. Thanks in advance.

Do the framedrops begin as soon as you start to play the game or do they start a little bit later?

They seem to start right away. But they aren't necessarily "frame drops" its more like it will freeze for .2 seconds then continue at 300 fps. But right as it freezes of course the FPS drops to about 100ish, but it never really runs at 100 fps, its just because for .2 seconds it was getting 0 fps.
