My friend is looking to build a gaming pc at an extremely low budget, the budget is $400. I'd love to see any build ideas!

This is the cheapest I could get it while keeping component quality high.
Includes an RX 460 which performs 10-15% better than a 950, and an i3 6100.
Power supply is also somewhat better in terms of quality, I highly recommend he kick out an extra 10 bucks or so for this build.
