new computer build gives me a blank screen

im a fairly decent with computers but i cant figure out why i dont get any picture

specs
cpu: Intel Xeon X5660 @ 2.80GHz
gpu: ASUS Radeon RX 460 ROG STRIX Overclocked 4GB GDDR5 Graphics Card
motherboard: pegatron ipmtb tk
ram: patriot viper 12 gb (3x4gb stx)
hard drive: wd10ezex
power supply: lepa mxf1 600w

any advice would be very helpful

First research your motherboard and find out if they have released updates for the BIOS

If they did, use a GPU (Graphics card) that is supported by your motherboard so the computer will boot. Buy a 10$ used one if you have to.

Once booted, flash the BIOS.

Hopefully now that the BIOS has been updated, the new card will be accepted.

You've tried the basics I'm assuming?

-Reset CMOS using proper method
-Remove all sticks of RAM but one closest to the CPU
-Remove all connections unnecessary to boot
-Put the motherboard on a table to rule out case shorting

You're right about that...And I did not realize this was an HP setup. Sorry.

I've heard they supply BIOS updates to fix these issues though. Something to look into.

ive found the update and have to wait till tomorrow until i can download it onto the motherboard. even if it still dosent accept my new gpu, you have been a great help. thank you for your time and effort.
