HELP LOW FPS in gta 5

hi guys i am getting low fps with my system i have seen people on youtube with similar specs there fps is stable 60 fps but mine are worse my system specs are

my settings are

grass quality :high
high detail streaming while flying : on
high resolution shadows : on
in-game depth of field effects : on
long shadows : on
msaa : off
txxa : off
particles quality :very high
population density :100%
population variety :100%
post fx :very high
reflection msaa : off
reflection quality :very high
resolution : 1080p
shader quality :very high
shadow quality :very high
soft shadows :nvidia pcss
tessellation :very high
texture quality :very high
water quality :high

cpu is at 4.2 ghz and the gpu core is 150 mhz but when i change the memory clock it goes to zero
fps are about 30-40 and drops to even 20s even when i turn on fxaa it remains the same and the geforce optimize settings give me 40fps but drops to 30s

Your CPU can't handle it. You need to reduce the graphics. Nothing should be on very high if you want stable 60 FPS. GPU can't handle these settings either probably.

Turn shadow distance and grass quality down, and Vsync off.

Turn everything down ~1 level, possibly two.
Render distance kills performance in open world games.

my cpu usage is 90%+ sometimes even !00% my gpus use is about 80-90% my gpu memory usage is 3.6gb i also turn settings down like i turn off high res shadow and extended distance scaling and extended distance shadows but same results and when i max out these 3 settings and also on fxaa the result is same and also guys 1 more thing that when i change rise of the tomb raider to dx 12 the vxao doesn't show up although 60 fps doesn't matter that much for me since i changed from and xbox 360 in rottr i get 30-40fps at max settings and fxaa now i am happy with that i turned up the settings in first place because geforce experience recommend to use fxaa and msaa x2 so i thought by turning that off i can use the extra fps in other settings

and also guys is it worth it to buy a gtx 280 or gt 630 2gb as dedicated phys x card

No, for one those games dont support PhysX, so there is zero point.
And two, your 960 would be waiting on the lesser cards to perform their tasks, reducing performance.

Did you turn OFF vsync? This has been a problem for many, and can cause stuttering and a huge loss of framerates.

Put the grass setting on Normal, turn the extended distance and shadows to 0%, everything else that's on very high to high except texture detail, leave that on very high, shadows to "soft." You should be fine after that

lowering the grass make the game look like xbox 360 i turn off extended shadows,extended distance scaling and shadows to soft but still 30-37fps and are unstable i then turn on extended shadows and ext distance scaling to 100% and turn on pcss fps are now 30-33fps but is stable 30fps
