Problem with my case + top fans (photos here)

This is my case photo . Should i install the top two 12cm fans ? The top panel seems will block most of the air flow made by the top fans. The top panel and the top fans are so close ,and i doubt if it will reflect the air flow

I can't ascertain the make and model but I assume the fans are mounted underneath the black section.

It may be the quality of the photo, but I think I can see tiny perforations in the flanks of the section which air can flow through. Like I said before, if the case has fan mounts then there's no reason not to use them.
