Cooling issues and stability issues

I have a 6700k, with an Asus maximus viii formula, being cooled by a corsair h100i v2 (the latest model of that cooler). At the moment while trying to figure things out all bios settings are completely stock, not even xmp is enabled.

I've made a similar post about this but I didn't really get anywhere with it with. It was nobody's fault. There were a few people trying to help but we weren't able to figure it out. Some time has passed and a few things have changed.

I used my warranty on my h100i recently and since then I think I have gotten closer to fixing my problem.

My cooler has had way less issues. Temps are way better but still not great. It for now seems to operate quietly. My last one was so so loud.

My problem with my cooler or maybe my motherboard (which does have a few issues that would allow an rma like an rgb defect it has) is that randomly only 1 fan will spin after the computer is on for a while. When I turn it on it usually has both fans spinning and will stay that way for a little while and then one will stop. It won't turn back on even if cpu Temps go over 70 degrees unless I completely turn of my computer.

Temps are OK even though I'm sure they'd be better if both fans were spinning. Apparently right now they are idling at 23C which I've never seen them that low (room temp is about 20C right now). And I've been experiencing 60ish C give or take 5C while gaming with occasional spikes in the mid 70s.

There is still temp and stability issues when I run the realbench benchmark. Temps reach low 80s my mouse spazzes out and glitches around the screen. Also I don't know if this matters but that program crashes when I tell it to use 16gigs of ram which is what I have so I have to tell it to use 8gigs.

One thing I want to note, even with those low idle Temps and me doing absolutely nothing with my computer it will show that my Temps will occasionally spike to 40C and then drop back down again (it does this in a matter of seconds), maybe this is normal but it doesn't seem right.

My worry now is that my mobo is having issues or had them in the first place and maybe even caused my cooler to have those fan issues or some of the prior issues I had with the old cooler.

According to hardware monitor those spikes in Temps at idle are when the voltage spikes to around 1.3500 volts sometimes. I know this is a safe voltage but I'm pretty sure it's not supposed to spike like that or go to that high of voltage at completely stock bios settings.

I could be wrong but I'm pretty sure my motherboard could account for both of those problems but I could be wrong, which is why I'm asking for help.

I'd appreciate any insight on the problem and I'd be happy to give more information if needed. Thanks for any help you might be able to offer.

Sorry it took me a while to respond I thought I had the latest bios but one came out very recently and I wanted to make sure to test if first before I told you if there were any improvements. Thank you so much for the response.

I unfortunately found no noticeable difference after updating. I just want to make sure I'm right but it is not normal for the voltage to do what it's doing right. And if it's wrong. could that mean the vrm'so are bad. If you want I could put a link to a video that shows what my voltages are doing.

I guess my last thing is if you think it's the motherboard, and if so whether or not you think I should rma it or if there is anything I could try. Thanks again.

I don't have a different PSU to try but it would surprise me a lot if it was that. I had this power supply in my old build with completely different parts other than the psu and case, also my gpu isn't acting funny at all (i only mention because obviously the gpu is hooked up to the power supply). If it is the mobo, is it dangerous to my parts like my cpu cooler or ram by using my computer?
