Sapphire HD7870 GPU and Memory clock gets stuck

Hi, couple a days ago one of my rams almost died and while checking to find the dead ram i noticed that one of the fans on my VGA is not working.

Yeah i know its on old VGA(more than 2 year) and it seems that the controller chip on the Fan is dead and it only works if i manually put the fan speed at 80%(AMD Overdrive, Sapphire Trixx, MSI Afterburner).

So i have been fiddling with the fan controls to find good curve for idle and full load. It was then that i noticed that the GPU clock is stuck at 450 at idle which used to be 150 and memory clock at 1200(max) witch used to be 300 and this causing the GPU and memory to overheat. I am not sure for how long this has been going on.

I completely uninstalling the driver and amd over drive and installed only the driver the latest version (Non-WHQL-Win8.1-64Bit-Radeon-Software-Crimson-16.8.2-Aug11).

Then installed Sapphire Trixx same result GPU@450 and Memory@1200
Uninstalled trixx and installed MSI Afterburner with the same result.

If i restart the system, GPU and Memory clock gets back to minimal idle(150,300) but as soon as a program start that uses the VGA even a simple video player like KMP the clocks goes high and does not come back down.

Is it possible that since for a while the VGA was working with just single Fan its over heated and is damaged ? or is it just a driver bug?

Please help me i can't really afford to get a new VGA at this time, please tell me that its a regular problem and has a easy fix :??:

tnx for the reply , power settings are in balanced and PCI "Express->Link State Power Management" is in "Moderate Power saving"
