GPU usage not staying at 100

So my specs are

CPU: Phenom II X4 945 Deneb
GPU: PowerColor R9 380X PCS+ Myst.Edition
RAM: 8GB DDR3
PSU: EVGA 650 P2

When im playing games in the genre of MMORPG my GPU is going from 0 to anywhere between 100 and even 100, is that due to the games being CPU bound?

It kinda Does the same in BO2 as well but in that game it is staying at the max fps cap of 120 thats the games max btw. For both Genres though the CPU is never above 70 percent. I can even have the GPU stay at 100 percent but the CPU is always 70 percent or lower. What is the issue?
 
Solution
That reported CPU usage is referring to all teh cores of your CPU, while some games are not able to use more than one or two cores. And yes, that GPU usage is due to your CPU not keeping up.

Every core is at 50-70 percent in any game average of around 50-65. If thats the case will a FX 6300 keep up with a R9 380X or should i get a FX 8300?
 
Absolutely with Hlsgsz 100%.

That old phenom is never going to keep up with a 380x in CPU intensive titles (most mmorpg titles are heavily single threaded & rely on fast cores)

A 3ghz phenom from 2009 is cutting it close for running titles of that type.

& yes a 6300 will run a damn sight better if it's compatibly with your motherboard.

It all depends if your happy with current fps, if you are ignore the gpu usage.

My frames in World Of Warcraft on Medium are around 45-65 in huge populated areas/dungeons/raids, 70-100 in PvP, 70-115 in regular areas. Its Good FPS but can they do better as in being able to get a better quality setting for WoW?

I know people say that a 380 series GPU is the absolute max for a Phenom II X4 945 and i do think that to, and will a fx 6300 keep GPU at 100 or should i get a fx 8300 to do the trick?

Im happy its a huge upgrade from a Athlon 64 x2 4400+, HD 4670 512MB and 4 GB DDR2 ram.
 


No. It's your CPU that is limiting you, so tehre is no setting that can mediate that. You should though, be able to push graphic setting upwards at those same FPS.

Well here this is what i thought was odd to is if i higher Graphic setting the GPU will stay at 80-100 a lot more than like 50.
 


Well, your mileage will vary. You need to find teh right setting for each and every game. Start with the highest settings and dial back until you get acceptable performance.

In BO2 max works great, WoW the 4-6 range works great 5 is medium settings, Tera used 10 percent CPU and 0 GPU so i uninstalled it, Rift works best on Ultra. Black Ops II is the only one that uses my CPU and GPU equally. So i take it as its a bottleneck.

Yeah shooters are the ones that work best with my setup.
 
I've read your edit on teh previous post. You are going about this all wrong. There is no such thing as not beeing bottlenecked. However well games may play, there will always be a component that reaces it's max potentil first and limits the others. What you should aim for is playable framerates, not hardware usage.
