Unable to Forward Certain Ports, But Others Work

The title explains the gist of it. I'm trying to get a certain port (9987) to forward correctly, but it refuses to open. Other ports (32400, 30033, 10011, etc) all open fine. I tested some other ports that I commonly use, such as 25565 and 7777, but those also fail to open.

Honestly, I'm not sure what the issue is. I'm using IP Passthrough with the original hardware my ISP gave me, and the WAN IP on my current router matches up fine.

Does anyone know what might cause issues like this?

I worked as 1st lvl support myself.
yes, the ISP probably doesn't block the ports
but it can be that they're hard locked in the router config or sth like that
if you can open some ports and can't open others using the same procedure then request the second level takes a look at it.
but make sure the fault ain't on your end (firewall, etc.)
