I have a Processor Intel(R) Core(TM) i7 CPU Q 720 @ 1.60GHz, 1600 Mhz, 4 Core(s), 8 Logical Processor(s) And to be honest I have no idea what that means, I just pasted that from system information to here, I bought this computer to be able to play games off steam but most 3d games are so slow i can't even run them on the slowest setting, I also read that a processor upgrade won't even help gaming speeds so I am at a loss what to do to make my computer run at acceptable speeds to run games. If any other information about my computer can help anyone tell me how to upgrade it i would appreciate it.

Sound Card: DirectX® compatible on-board
are the recommended requirements for the game Space engineers
and this is my system information
Name: NVIDIA GeForce GTS 250M
I Have no idea if this is enough to run this game...
I don't know what I would have to upgrade to get this game running at at least 15 frames per second because right now im doing 1 or less

According to the info you have given, your graphics capability is far below that which the game requires.
Also, it would appear that your system is a laptop, and typically those are not upgrade-able (due to the graphics card not being able fixed) unless you bought a gaming laptop.

That's a 7 year old video card, did you just buy this system now? That card was pretty good, for it's time, but 7 years later it's very slow.

You did not say it was a laptop, nor the age of it. Also "steam games" are wildly varied as to what they need to run.

There is no way to upgrade the system, that video card is about the fastest you can get for the era, even if it was upgradable, and you could find a faster card, it's not worth it for a 6-7 year old laptop to do the work. From your question, I doubt you are comfortable opening the laptop and trying to upgrade it, so you are also looking at paying someone to do the work.

A laptop for even low setting gaming for newer games is about $700-800 for a system with a 950m or 960m video card. I like this one, mainly because it combines good parts for a mid-range system with a decently sized SSD and above average reliability https://www.amazon.com/Dell-15-6-Inch-Quad-Core-i5-6300HQ-Processor/dp/B015PYYDMQ

For cheaper there is this, but it's a slower video card, slower SSD and reliability is a notch under Dell http://www.newegg.com/Product/Product.aspx?Item=N82E16834315305 Would still be a lot faster than your current system.
