my hdd doesn't perform how it should?!

i build 2 weeks ago my pc and and the boot time of my pc en starting apps went very slow,
so i tested the hdd with cristaldiskmanager. i got a seagate 1tb 7200.14 rpm
by others reviews i should perform of a speed read at least 150 mb/s same goes for the write.
mine did 15 mb/s !!!
the hdd also makes ticking noise really annoying

is there some kind of driver for hdd???

please anyone who can help me out i would really appreciate it, i plugged my sata on the 6 gb/s.

pc specs:
i5 6500
msi b150 gaming m3
gainward gtx 1060 phoenix 6gb
16gb 4x4 corsair vengeance
cooler master 650v
zalman z9 neo
seagate 1tb 7200.14 rpm

Well, I believe that it would be a really nice idea to attach the drive with different SATA and power cables as well.
Are you sure the clicking sound comes form the HDD? Are the cables long enough so you can take it out? Make sure it is not a fan hitting a cable or something.

In case the drive makes clicking noises, despite the fact that it has a good performance, I would suggest you to contact the manufacturer or the place you got it from.

As you are facing some HDD related issues, I believe the first thin you need to do is to back up the important data stored on it.
After that, as Jasjar suggested, you can test the drive and see if there is something wrong with it: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility
Look for pending/reallocated and uncorrectable sectors.

This ticking noise could indicate some mechanical flaw. Most probably, you will need to RMA the drive in case it is under warranty.

i found the solution i changed the sata cable port from my mobo to an other port and suddenly i got 110 mb/s read and write 120 mb/s but the noise is still there.
i did also the hdtune and crystaldiskinfo and both the health status was good.
so should i still RMA it ?
