2nd card is not being detected in win 7 64bit

2nd card is being primary. I installed first Graphics ASUS R7 370 Series with complete clean install and the 2nd video card that I wanted windows 7 to only detect for Cross firing is enabling itself as primary what am I doing wrong.

Radeon Software Version - 15.11
Radeon Software Edition - Crimson
Graphics Chipset - ASUS R7 370 Series
Memory Size - 4096 MB
Memory Type - GDDR5
Core Clock - 1050 MHz
Windows Version - Windows 7 (Service Pack 1)
System Memory - 32 GB
CPU Type - Intel(R) Core(TM) i5-4690 CPU @ 3.50GHz
Mother board model /z97 gaming 5 ms-7917

Plus I have the same graphics on both ends. I stringently uninstalled the previous 2nd graphics card drivers to make the other graphics to be primary not the other way around?

2nd note I have a 750wat and this previously has worked before with cross firing I'm just switching the gpu's.

update just the stand alone graphics on slot one on the pci has the fan control through manual after when I go to C center to activate the fan. But once I connect the 2nd graphics it automatically starts when boot but no detected on windows 7 to have two graphics showing up on windows devise manager?

After enabling fan control on the 1 card now both run on boot with fans running?

3rd update I just put the 2nd card on the 3 slot and now windows does detect on devise manager.

How am I going to put the bridge on it now since there far apart from each other?
