Are you using stock cooler or after market cooler? If you are using stock cooler that can be normal. For stock coolers, they mostly start making noise after a while. You can try to lubricate it.

If you are using after amarket cooler, that again can be normal but it happens less than stock coolers. There is two main factor for cpu fan control. First one is, the fan itself should be able to control fan speed. Some fans can work with different speed, some fans only have one option for fan speed. Second thing about cpu fan control, your motherboard also should be able to control the fan speed. I assume that your motherboard should be able to control the speed. You change fan configuration from BIOS. Also even aftermarket fans need to be lubricated after a usage.

You can also use some softwares to control the fan speed if the fans connected to motherboard. Again about loud fans, if it is not new they always become louder after a while of usage.
