Windows 7 wont install past the 'setting up' screen.

I have spent the last 24 hours trying to fix my computer as it froze, and ended up fucking itself so hard that it deleted my OS on it's primary hardrive, and The windows 8 install disk just lead to a black screen, so I am now trying to install windows 7, and I let it try and set up for about three hours. When it was doing the exact same thing. I said fuck it. Turned it off. Let it rest for the night. I'm much too flustered to try to do this for any longer. I just need some decent help.

If was in your situation,

first.. put the BIOS setting back to default and put the boot sequence to USB
Try the USB flash/thumb drive w/ OS boot

and my last option
replace the Hard Drive and the CD-Drive
Chances are the CD-Drive is having a hard time reading CD(s), from wear & tear.
Change out the Hard Drive to a Solid State or stay traditional with a higher cache & rpm.
Change out the SATA cable to a SATA III cable.

Reinstall the OS
