13 seconds boot time with a conventional HDD is very respectable anyway, but an SSD will certainly improve on that, and loading of applications in Windows will be way faster too.
If boot time is your only gripe, how about putting your laptop to sleep at the end of each session instead of shutting it down.
Wake-up from sleep mode is almost instantaneous - I use sleep mode on my desktop PC all the time, only shut it down once in the past two weeks to blast all the dust & crud out of the case.
