CPU GHz speed at a constant

So my CPU, (Intel Core i3 4150 @ 3.50GHz,Haswell 22nm Technology- Attached to Alienware 0PGRP5) has a problem. No matter what is running it always stays running at 3.46 GHz. My friend said that that was bad because he had the same problem and he fixed it by flipping a switch labeled "Slow mode" on his motherboard, and when he fixed it he was running games a lot faster. He has an MSI motherboard and I'm pretty sure that that switch is only MSI and a few other types of gaming motherboards, because I checked mine, and studied online and nothing came up for a switch for an Alienware motherboard. And I have also seen NO articles online for this problem, which obviously doesn't help. I messed around with the CPU settings in BIOS, and nothing worked. I'm not overclocking my CPU either, and all my drivers are updated. Please help, I looked high and low for 3 hours last night trying to find a solution to this, but to no prevail. If I could get any help, I'd greatly appreciate it. :)

I even open up the computer with nothing up, and it still does this.

I'm looking in task manager, and it even moves for him there.

Also, what is CPU-z?
