CPU high usage, normal temp, slow pc

A couple days ago my computer started slowing down while playing games (and at everything else really, it's just that I notice it more in games), what games runned normal at steady 60+ fps now run badly, 15-20-25fps. Even browsing and everything isn't as snappy. I've searched quite a bit and tried a few different things but nothing seemed to work.

I've formated the computer twice, and at both times when creating the user, the pc BSOD, bad memory managent, then restart, create new user and the OS got installed. A little bit after the format I got another BSOD but can't recall the reason. The PC didn't BSOD before the formats and hasn't got any after also.

I've already formated the PC, cleaned it and updated its drivers and BIOS. Memtest86 produced no errors, malwarebytes anti-malware and avast antivirus found no virus/malware, HWMonitor doesn't show any weird CPU/GPU temperature, neither did FurMark (though it did show some weird "dips" or stutter in fps every 3 minutes or so). The one weird thing is the CPU usage is very high.

Motherboard - MSI H170 GAMING M3
CPU - Intel Core i5-6600 3.3GHz 6MB Sk1151
GPU - MSI GTX770 TwinFrozr OC 2GB
PSU - XFX Pro 750W Core Edition
Storage - Samsung SSD 850 EVO 500GB
931GB SAMSUNG HD103SJ ATA Device (SATA)
Ram - Gskill Ripjaws4 Red DDR4-2133MHz 2x8GB
I'm also using a 144hz monitor

It's a fresh install so there isn't even that many programs bogging the PC down

This is after opening up the game Rise of the Tomb Raider, which took 1 minute and 38 seconds to load the save, which is absolutely crazy, which ran at about 20fps.

Even Starbound, a game that doesn't look all that demanding and was running at a crisp 60+ fps now is running at around 20fps. I didn't make any crazy changes on the pc, so I have no idea why the pc is running like this all of the sudden.

From time to time, yes, but when the slowdown happened I don't think I downloaded anything. Also the slowdown persisted even after a format.
