Second router on second phone line socket

In my house I have two phone line sockets, one upstairs and one downstairs. In the room upstairs with the phone line in, it does not receive the wireless signal very well from the downstairs room. Is there a way I can use a second router from the upstairs phone line, if I turn off dhcp, whilst keeping the main router downstairs also connected to the phone line socket? Or do I have to create an access point instead with the second router, connected via Ethernet cable to the main router downstairs?

With one word - no.
One phone line - one DSL modem. You might use second router as an access point, but you will have to connect to the main router using plain Ethernet cable (which might be an option in your case), or pair of powerline adapters.
