My USB Optical Mouse is not working,I need help please.

Hello.

This is my first time making a Topic in Tomshardware.I've been having this problem with my USB Optical Mouse for a while now,I've been searching in Google and Youtube alot and all I see is same answers all the time.

My USB Mouse started not working once I turned on my Laptop,I went to Device manager and this appeared : http://imgur.com/a/Ocfii

I tried every single way,Tried Installing Drivers manually,tried fixing this with Programs but nothing seems to work.My Mouse works perfectly in my PC but not in my Laptop.

Once I plug it in,there is the red light showing for about 3-7seconds and then shuts down,the PC recognizes the USB Mouse but does not let me Use it.

I once opened the Windows Recovery and the mouse worked perfect,the moment the OS loads the mouse goes off.I think there is something wrong in the system registry.

I've uninstalled/re-installed the Drivers,all of them.I updated them all also.I took the battery out for 1hour and nothing seems to work.
My PC Spec's :

OS : Windows 8.1 64bit
CPU: Intel i7 4600M
GPU : Intel HD 4600 --- AMD Radeon HD 8790M
It's a 'Dell Latitude E6540'.

If someone has ever had this problem,please help me here.If you need to ask me anything I will reply as fast as I possibly can.

Good debugging: you proved the mouse is working, and that it's the windows support that is failing.

Delete the device from device manager. This cleans up a lot of stuff. Next boot with mouse installed windows will fetch a new copy of the driver.

Use a different usb port far from the current one in hopes of getting on a different USB hub.

Browse through device manager looking for another device that is causing the mouse problems.

Man,thank you alot for trying to help me!

But honestly,I've tried everything.I did all of those,to be honest I spent like 6hours doing everything to fix it but it does not seem to work.I plan to format my Laptop and get new drivers but the time hasnt come yet and I really need my mouse to work.

I feel like I should format my PC and add new drivers.
 
GL, and keeping your system good over time will get harder... most people moved from win8.1 to win10 so there is less testing being done on win8.

Does a different mouse work on your PC, or are all mice effected ? You may want to looking in control panel / add-delete programs and see if you have special mouse software like from logitech -- those are normally fine even if you use a different vendor mouse, but I'd uninstall to see if that helps.

Every USB Device works here perfectly.I have around 5mouses right now and they all work in my Family PC but they do not seem to work in my Laptop.

I read one thing in a webpage a while ago,I think just that I have USB 3.0 and the USB Optical Mouse is 2.0 there is like a 'bug' I think which is causing it.I'm not quite sure but I know he said something like that.
I have a USB and it works but mouses seem not to.I was on Windows 10 but I'm more of a gaming guy and I saw that Windows 10 lowered my Frame per Second so I will just go to Windows 7.
