When I'm stress testing with RealBench my CPU goes from 100% to 1-10% for a few seconds. In that time RealBench stops and after 5 seconds usage goes again to 100 and the rendering continuous. It also happens when I'm gaming - the game freezes for about 5 seconds and then goes on. CPU temps have never got above 65C. May it be a bad CPU?

Sapphire Radeon R9 270X (I know it sucks but that's what I currently have, gonna buy 1070 soon)
