Haven't changed DSL Filter or wiring in 10 years

So I just found out we haven't replaced our DSL filter (or wiring, but I don't think it matters) since 10 years ago. Could that be why we get 130-200kbps?
Note**I have CenturyLink, and I've heard extremely negative reviews
 
Solution
A traditional DSL service is highly dependent on the quality of the street wiring (which you have no control over), and your distance to the nearest co exchange.

If you are not the adult then we are in a dark alley, making wild guesses.

Problem with knowing what plan we pay for..my Step Dad doesn't know what plan we have. And I couldn't get them to tell me on their Twitter because they said I'm not the adult so they can't give me info..even though they believe me that I'm his Step Son. But he said he pays more than $20 a month, so I'm gonna guess we pay for 10mbps or more.
I've tested with both Wi-Fi and Wired, and both yield the same results.

Now interestingly, I was looking on our bill to see if it listed our plan (it didn't), and I found it billed us for Broadband, not DSL. Which our Router is built to run DSL.

Even if we don't know, don't you think it's weird how I get 130-200kbps even though we should be getting some kind of a megabyte?
