Just built my first pc and I want to test the cpu, what program should I use to make sure the chip is fine.

How to use Memtest86+ to test CPU for recursive fault?

 
I do not know what you mean by recursive fault.
Memtest boots with it's own control program(no windows, Linux, etc)
It reads and writes different patterns of data to all the ram.
In doing so, the cpu needs to be used so if memtest runs, you have a good start.

Now if you are overclocking, I like to stress test with occt.
It uses more normal instructions than prime95.
