less than 1 year old PC Underperforming

Hey guys, latelly i've been with some problem with the FPS on my pc. The only game i care and play its dota2 and with the specs i have i should be having at least 90(?)fps, i mean i had 60FPS always, not a single drop, when i was using my old pc (with a much older gpu/cpu), and im gettin 30-40FPS now so idk.

the only thing i realized it is that the Temp. of my cpu its Super low (up to 11ºC while playing), that can be right, right?(i have 4 fans tho) . My drivers are updated, but my bios isnt (since last year when i got it)
Anyway im appreciating any help you guys can give me and thanks in advice

ok what are your ambient temp?
Have you try reinstalling graphic drivers?
and sorry for amd lovers but fx processors arent the best in resistence so if that are true temps thats probably the problem

AMD FX CPU running 11 degrees? Either your monitoring software has gone completely bonkers, your CPU's temperature sensor is drunk, or your CPU isn't working correctly at all. FX chips run hotter than equivalent Intel ones in almost all situations.
