I am wanting a ps4 for my birthday or a xbox one. we already have one but we fight over it.

we can play online with rainbow six siege with 3 or 4 people watching youtube and one on facebook. and it only gets around 250 ping then

If you can do all that at once, then I doubt you would get those sorts of speeds at all times. Anyways, online gaming tends to not use much bandwidth so as long as you're happy with the latency (ping), then it should be alright.
