Video card fan not spinning, PSU? or Card fried?

Okay so, one day I was playing and speaking with my beautiful wife through skype, everything normal, and my power went out. HOurs passed and the power came back, when I turned my computer on again, I realized that the case was making an odd sound, I ignore it bc it went off some minutes after that, some minutes later, when I tried to play overwatch, my computer lagged and then it shutted off, besides, with the time, the noise would be louder, reaching the point that I cant even sleep with the computer on (for you to imagine) and I cant play any game bc it lags and turns off, the only game I can play is League of legends.
The point, I opened the case and I realized that the fan wasnt working, it spinns for like 5 seconds, and it stops, in a cicle, one and another and another time.
So the first thing I thought was that my video card was messed up, but I read that it could be that my psu is not giving it enought voltage, so the fan doesnt turns on.
Besides, before the noise got stronger, I read that it could be the psu that messed up.
Any ways, I downloaded Open Hardware Monitor, for cheking my temperature and voltage, and I saw that the GPU voltage was 1,175
I would like some advice, is that normal, my GPU is a Radeon XFX hd 6850 2gb.
Is it normal, is it messed up, I would like to know what to buy, a video card, or a psu (I dont have other computer for testing the video card)
