Basically the only good thing in there is the power supply, and the case, memory, and hdd are acceptable too.
That cpu is just too damn slow for most games, if anything drop the video card and get a system you can add a card to later!

For the most basic PC, you should still be getting a better CPU. At least X4 845 if PC is for basic games, but i3 6100 if you want to call it gaming PC.
The graphics card, 270X 2GB is ok for 1080p or lower resolution and offers the speed similar to GTX950, better than RX460 2GB and 750Ti. It is fine as long as it's price is $100 or less, and PC is not meant for next years AAA titles. RX470 is the cheapest proper GPU.
