FPS Drops on a GTX 1070 - AMD Build

Hi guys.
I recently upgraded to a GTX 1070 on my PC. I was able to max out games like the Witcher 3 on 1080p, with 60fps in most areas. I've noticed that with some games like Hitman (2016) and Rise of the Tomb Raider, I get fps drops quite suddenly. I only use a 1080p display for gaming.
The rest of my specs are:

CPU - AMD FX-9590.
RAM - 8GB Corsair Vengeance 1600mhz DDR3.
Mobo - Gigabyte GA-990FXA-UD3
PSU - Cooler Master GX 750W
Cooling - Corsair h100i

I purchased 16GB 1866mhz HyperX Fury ram, to see if that will make a difference.
Any other advice on what I could try to stop the fps drops?

Solution
The FPS drops are CPU choke points in the game engine. You are trying to use an ancient CPU architecture with a very powerful new graphics processor. Expect inconsistencies as CPU and GPU loads vary throughout games.

sell it, the 9590 has huge throttling problems out the box and has mediocre performance

also no amd cpu is good enough for a gtx 1070

So i am really unsure as to why people say AMD is so terrible....like how is it that with older cards games run on ultra better than the 1070? I am having this same issue but probably like the OP, I fail to understand why people say AMD is a bottleneck. Look at the benchmarks here: https://www.cpubenchmark.net/high_end_cpus.html

AMD does perform below the many intel CPUs but...for those of us who cannot afford much AMD is the way to go.

that website is crap

i3's beat that processor in a lot of games

you have no reason or justification in having something like a gtx 1070 with an amd cpu for gaming

of course you are going to have the 1070 perform badly when the cpu is holding it back

The passmark CPU benchmark is worthless for comparing cpu performance for gaming.
