Multiplier Stuck below max

Even if i set my multiplier in bios to 41, windows or w/e will not let it run past 39, this is my i5 3550, i am trying to get the same overclock as http://valid.x86.fr/nqil82

Ideas? i do have the windows power options turned up and i am using the latest updates in windows 10 pro 64 bit.

I see no reason why i should not be able to duplicate the link i posted, i already have it @ 4.1ghz., I think its my bios , or maybe windows or maybe both. I set my multiplier to the highest 41, but they all run at the lowest of the 4 cores, 39...not sure how to change that without getting to messy. i have the most up to date bios also, just not sure what else to do, that guy in my link has a different MOBO, so maybe it let him run it differently and thats all there is to it, but still, i can set my multiplier to 41, but when i come into windows and check cpu-z it wont go above 39 multiplier, not sure why

It's because of the VRM getting very hot. It happened to me when I change from air cooling to liquid. Once there is no airflow around the VRM heatsink (which is close to the socket) it gets very hot and it cappes down... if you wait for it too cool down and stress it again it will work fine for a moment until it gets hot again. The solution I found was to place a small fan close to the VRM heatsink. It works fine now, 4.5 Ghz no problems so far.
