Any help would be appreciated.

Not working either. But thanks.

msconfig is a utility for changing startup settings, so what service was it that you disable while in the msconfig utility?

You might be able to use command line to restore those services, might not.
If not you will have to do a repair install with a WIndows USB or DVD.
If you are running windows 10 or windows 8 you can download the Media Creation Tool to make a bootable USB/DVD of windows.

I had disabled all of them. This is Windows 7 home. Now the only screen I get is the 'safe mode' screen which last a few seconds before it goes blank.

Do you have the Windows disk? if you do try and boot from the disk and use the "repair" option.

You will FOR SURE need to do a reinstall of windows. With any luck a repair installation will work, otherwise you will have to do a full reinstall of windows and all your programs.

Sorry, didn't know i wasn't supposed to be doing that. Fortunatly this seems to be a definitive answer.

On a side note, a lot of the posts i see the OP doesn't pick a solution and i thought it would be sensible to finalise the thread with a solution as i myself commonly go through the "Unanswered" Section, i though i would attempt to remove "answered" posts from here when i can; i will refrain from doing so in the future :).
