PC doesn't start - possible psu failure

Hi ! :)
I'm new here . I started this thread 2 times, somehow it deleted itself .
To be short now, i was configuring some case fans , and every time they failed to spin, i turned off my pc directly from the button ( same button everyone starts their pc)
I know and i was thinking that i need at least a keyboard exactly to turn off the pc ( i remove every cable: speakers, internet cable, mouse , etc)
I turned it off like 10 times in 2 minutes .. And suddenly , when i wanted to turn it on , the fans on the cpu cooler, psu, case , gpu started all spinning , every thing that happens when normally a pc is booting up .
But.. It is on for like 2 seconds, and then it shuts down . I did a lot of things, removed 1 ram stick, all case fans, even the entire gpu and nothing
I examined every single cable , from power button cable which goes to the button itself and to the motherboard..
I even restarted the bios by removing the bios' battery/ mb's battery .. Still boots up for 2 second and then goes off.
In searched and found out that my psu went in some "Protection mode"
If that's true, how can i remove this protection mode and "go back to normal" ?
What can i do now ? I'm 99% sure that i need to buy another psu, and i will .. But i still hope this one could work again ..
It is a Sirtec High Power Element Smart 650W.

Nope, i do not have . My other pc is an older one, built in 2007
