I planning to upgrade my system,and im asking you should i buy i5 3570 (88$) with dirt cheap motherboard (25$),or should i go with i5 3570K (125$) with expensive motherboard (100$) plus cooler (30$),and i have 8GB of RAM,and Radeon HD 6950.Should i buy non K version because of graphics bottleneck,or it will have big difference if i buy K version and OC it over 4GHz,but it's more expensive?

I'd be tempted to recommend the i3 6100 instead, but an overclocked 3570K is faster and it sounds like it'd be cheaper, too. Plus, you can reuse your RAM. However, the i3 is on a brand new platform with new connectivity (M.2, USB 3.1, PCIe 3.0) and its socket will get more than 2 more years of support, and 2 more generations of compatible CPUs to upgrade to.
If I were in the market for an upgrade, I'd probably go with the i3, despite the i5 being a bit quicker on average.
