Is the Mobo Fried?

I'm helping a friend replace his old PSU with a new 850w PSU in his homebuilt PC. We got everything set up (and I triple checked that everything was connected properly), then plugged it in, hit the PSU switch and the power button on the case. When we did that, we got a slight twitch from both the CPU and chassis fans, but nothing else. No CPU activity or anything. We know there's power coming from the PSU as the LED on the GPU is lit. Is the motherboard fried as I fear? What else could be the issue? I want to make sure that we check every possibility before we call time of death.

We haven't remounted the Mobo at all. It was working fine before the PSU replacement. I'll check it soon.
