Did I break my motherboard?

So I was being an idiot, and I tried to install something with the computer on. And metal touches the motherboard. Everything shut down immediately. I reset the CMOS and tried turning it on and that didn't work so I decided to test my power supply. I put one half of a paper clip where the green wire is, and the other half where a black is, and turned on the power supply and nothing happened. Does it make sense that by touching metal to the motherboard it broke my power supply? I checked and it looks like all capacitors are fine. I need to know before I go and buy a new power supply of this actually makes sense or if I did something wrong somewhere. Sorry if this is sloppy typing in a hurry.

If you did the same thing like the link, http://forum.corsair.com/v3/showthread.php?t=63991, that means the PSU is gone, and you just kill your PSU by shorting somewhere on the MB.
You may or may not kill other parts too, but nobody will know until the MB get the power. So you need buy the new PSU first.
