Computer Turns On and Off

I've had this PC for about 2 years now from when I built it. I recently decided to clean all the dust on the inside. So I removed my heatsink from my cpu and did a good cleaning around the corners of the case and fan. I reapplied the thermal paste and removed one of the sticks of ram so I could put the clip-on fan on the heat sink. I put the ram back on and once I try to connect everything and power on the computer it turns on for a second turns back off and proceeds to repeat this cycle until I flip the switch on the back of the case. I thought it might've been something to do with the ram, so I take back out the ram I previously took out. Now, when I power it on the computer stills turns off after a second but later stays on afterwards, and everything is fine. I put the ram I took out back in and now it does they same thing of turning on then off, except it stays on for a good 30 sec before repeating the cycle. Any suggestions on what to do?

make sure you have the front panel IO connected to the mother board properly, mainly the power button.
