Best Monitor to get for PC Build

So I have a Asus Geforce GTX 1060 and I need to upgrade one of my monitors.

I have been advised to get a monitor with 120hz or 144hz response time and one with decent MS response time.

I am keen on getting a Samsung S24D590PL monitor which is 60hz and 4ms response rate and I heard it is a decent monitor but most are telling me it is not worth it.

Ideallu I want something around £100~£150 an is 24 inchs and will give me nice image quality/contrast and suitible for gaming.

I also have a ASUS MX239H as my secondary monitor

To be quite honest, I talked a friend in to trading in his 60Hz 4K monitor for a 1080p 144Hz one, and he said he loves it more than the 4K.

There's a whole debate whether or not the eye can actually detect FPS greater than 60, but I can definitely vouche that there is a big difference. I notice when games drop from 144 to less than 120.

For that price range, you have limited options. Especially if you're looking for more than 60Hz. I always recommend the Asus VG248QE, but it's £215. If you can splurge, this awesome 24" monitor has a smooth 144Hz rate, great color, and no blacklight bleed. 1ms repsonse time. I've been using it for 3 years.

For the given price range, though... your options are about as such:

The AOC G2260VWQ6 is 21.5", 75Hz, 1ms. £95
Asus VE278H is 27", 60Hz, 2ms. £138
AOC G2460FQ is 24", 144Hz, 1ms, £180 <- recommended if you can go a bit above the £150 range.

I have been suggested an AOC but ideally I need something that will also look nice next to my second monitor and sits behind my Razer Leviathan speakers. Although I'm kinda wondering, is there an genuine benefits for a monitor to have higher refresh rate? I know it stops image tearing but the tearing can't be like horrifically terrible is it?

I mean I would understand spending more for a decent monitor if I had the 1070 or 1080 graphics card, but 1060 is more or less the budget card and I heard 60hz monitor is fine for that card.
