CPU Temp Fluctuating High Amounts

My CPU temperature has been a problem for a while now. The cooling system it has is stock that came with the Intel I-7. I reapplied thermal paste about the size of a small pea, after cleaning the old off with 99% alcohol. Then reattached the stock cooling system snapping each of the four corners tight into the motherboard. Nothing changed with that, it still idles at about 55-75 degrees Celsius, and when I start a basic browser game the temps can rise to 98 degrees Celsius, and stops there, then slowly goes back down when I close it. The PC has turned off a few times due to heat because of the cooling fan on the processor turned off. I fixed this problem by unplugging and plugging the fan back in, and it hasn't shut off at least since then.The temperature goes up 40 degrees C or more instantaneously. I don't know what the problem could be, I even bought an extra fan for the case. It will hit 98 C with only 10-12% load. Also the heat sink/fan is spotless, no dust at all.
 
It sounds like you've mounted your cooler correctly - it's possible that you got a defective CPU. It's rare, but occasionally a chip will ship that has had its heatspreader mounted incorrectly from the factory. You can either RMA it/exchange it, or attempt to delid it, though the latter is a somewhat dangerous process.

I've had it for about 5 years, it seems it just started happening a few months ago. I figure I probably won't be able to send it back after 5 years, so I suppose I'll see how long it lasts. My friend told me the thermometer might have gone bad somehow, but I don't think it would be that. Would a new cooler other than stock help? It seems to throttle itself to stay under 100C

Update: I fixed the major problems, it's idling at about 35-45C now and goes up to 60-80C when gaming. I turned off Turbo, and Overclock setting in the BIOS and took the back of my PC off to make sure it was seated properly, and connected it even tighter. I believe the CPU was being pushed too hard from the DEFAULT settings...
