What should i do to make this PC run games well?

I just recently bought a pc to get ready for WoW's new expansion coming in a few days. When i started i realized that WoW isnt very friendly to lower grade PCs as it used to to be. I get about 50 fps on the lowest settings but when the fighting starts or in a populated city it drops to about 4-10 FPS. Im not very computer savvy but I know a little. I was thinking of replacing the ram with 2 x 8gb of Corsair Vengeance DDR3 and replacing the GPU with GeForce 610 2GB. I was wondering if these changes would maybe be enough to play the game on at least medium with a solid 50-60 fps. Will I need a new processor? if so some suggestions would be greatly appreciated! Im new to posting specs on forums so if you need anymore info just let me know

CPU: AMD Athlon II X2 B24
RAM: 8.00GB Dual-Channel DDR3
Motherboard: Hewlett-Packard 3047h (XU1 PROCESSOR)

all modern GPU's are PCIE x16 and are compatible with PCIE rev 3, 2 (& potentially 1.1 for much older motherboards). I'm UK based so assuming $ to £ you'd be looking at GTX950 territory? If so, you should see a huge improvement in performance. Even a GTX750 Ti would be ok (and the reference models don't require any additional power).

Additional memory will have zero impact on the performance of your chosen game. From the PC gamer website (Feb 2016):

18 Feb 2016 - As posted on Battle.net, the minimum requirement: OS: Windows XP/Windows Vista/Windows 7/Windows 8/Windows 10 with latest service pack. CPU: Intel Core 2 Duo E8500 or AMD Phenom II X3 720. GPU: Nvidia GeForce GT 440 or AMD Radeon HD 5670 or Intel HD Graphics 5000. RAM: 2 GB.

This is for WoW Legion (which is I assume the game you're referring to)

Will the upgrade to my GPU be enough then? will i need to replace the processor as well?

My budget is $200, I'm looking for something that fits into a pcie x16. Also my PSU is about 400w

Going to be honest, you really need a new rig. Had a friend that had an Phenom II x4, that was basically an Athlon II, with phenom name. He had 8gb ram, and a gtx 560ti, and couldn't play well at all. He upgraded to an i5 4590, and saw a massive performance boost. A GPU wouldn't hurt, but your CPU is simply too old/slow, to be very useful. Not to mention Blizzard's horrible about AMD optimization.
