What is defective: Motherboard or PSU?

So I am pretty sure my motherboard is defective, because when I first built the computer, I turned it on a couple of times just to see if it all lit up and it did. But the next day the motherboard wasn't responding (not lighting up of activating any fans,etc) and I troubleshooted. If I directly turned on the PSU, only the motherboard's Ethernet light on the IO light up. So I am sending my motherboard back as defective, but is their a chance for my PSU being defective and not giving the right amount of power?

Yes, that's quite possible too. Either defective or of inadequate power. Keep in mind that even best PSU makes quote power as maximum not be used all the time. Real or calculated power requirement for system should be at about 75% of PSU declared power. Some lesser makes of PSUs can't actually give more than 50% of what they are rated for.
