Will my Dell Optiplex 3010 tower be able to handle my ASUS DirectCU II Radeon HD 7790 DirectX 11.1 HD7790-DC2OC-2GD5 2GB 128-Bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Plug-in Card Video Card. I also have an intel i5 3470 with 4gb ddr3 ram

the psu is only 265watts though. Would it be even better if I only used it for normal browsing and not gaming until i upgrade my psu?
 
Your CPU has a 77w TDP, but really it'll be drawing more like 50-60w under typical loads. The 7790's TDP is 85w, but factory overclocked models might come in slightly higher. You can assume the rest of your system will come in more than 50w, and more likely closer to 25w. Worst-case you'll be ~210w, which is still safe with that unit.

The only problem now is that I don't have a pci-e 6pin cable as part of my psu so I'm pretty much screwed. Probably just gonna buy a new psu tmrw
