Asus AMD R7 360 Memory Clock Speed Help !!!!

Hello, i need help about my new GPU (bought 3 months ago)
I noticed that it gives me about 2x less FPS than my last dead card ( ATI RADEON HD 4850 GAINWARD) and i check on internet and saw that my old one was 2x worse than R7 360, wonder why? (i am playing LoL)

Also the more interesting matter i needed help with is That on Asus Website and, on shop's Website where i bought card in, provide me with info that Memory Clock Speed is 6500 Mhz, i am getting 1500 Mhz Memory MAX (even when using GPU-Z Stress Test).
It's like the speed is clocked at 1500 and wont go over except if overclock.

My GPU is ASUS AMD RADEON R7 360 2GB GDDR5 OC

rest of my build is 6 years old, here are the spec's :
CPU = AMD Athlon II X2 250 (3.0 GHZ)
RAM = 4 GB Patriot
MOBO = FOXCONN A88GMV
Cooler = Stock AMD
PSU = Switching Power Supply 600W
HDD = 640 GB WesternDigital Standard 7200 RPM

Frist part is an optional Question i am more concerned about memory speed.

I also have this card, and I noticed that the ram clock speed was 1500 mhz as well. I'm not sure whether or not this is a case of false advertising, because the 6 ghz ram clock is one of its main selling points.

Yeah, i contacted my shop where i bought this card he said its either that i have 2.0 PCI-e slot or its up to graphic card so i need ti give them to test it and they will give back if its fixable or give new ( i honestly think all card from that series are clocked at that memory speed) as you said probably False Advertisment.
I acctualy do have 2.0 PCI-e but i found on net that all cards are backward compatile and you cannot see more than 5% decreased performance even with using 1.1 PCI-e slot on 3.0 PCI-e card
