Low end PC for League/CS

Hello people.
Can some one please suggest me a PC for abour 300-400$ ( cheaper is better). I need it for some basic activities such as browsing and reading. Though I will be also using it to play LOL and CS 1.6(yes yes its old). Should I get a new pc or buy a used one/ prebuild ? Already got a screen just need a PC :D

My friend is suggesting me to get a used Phenom x4. Not sure about AMD though, any thoughts ?

Both League of Legends and CS 1.6 have very low system requirement...

CS1.6 obviously for its age shouldn't even come into consideration with regard to system requirement.
And any modern system would do League of Legends just fine.

Both of these builds are awful value....
The first build has no discrete graphics card, only the AMD integrated graphics, and the second has a pentium.
Get this.

@FD2Raptor, that wouldn't run them at 60fps at decent settings.
The AMD APU graphics aren't very good tbh, also you haven't included windows in your build cost.
It doesn't fare much better than the i3s integrated graphics, and runs on an outdated platform.
Best to go Skylake in this case.
 
Fixit, that is actually the in game FPS counter that can be toggled via hotkey, and it's locked at 30fps....
I play League, I know. T.T
Post some actual statistics pls, just because someone says via word of mouth that a result is what they got, doesn't mean it's true. :/
I don't trust stuff where you can't physically SEE the benchmark or result.
Additionally, it is a very old build, and will be extremely limited in terms of upgradability.
