How many FPS should i be getting in Metro last light

i have a AMD r9 295x2 and i am playing metro last light maxed out and only get around 30-50 maybe 60 rarely. is this how it's supposed to perform?
i have 6700K so bottleneck isn't an issue.

Yeah, I know exactly what GPU you have. I said mine was on High, you're claiming yours is on Ultra. So you're getting higher FPS on a higher graphical setting.

Overall, now and days the R9 295x2 isn't that great. It's decent, but you're not going to be up on par with say a GTX 1080 or even a 1070. You're getting average FPS for your card on every single game you've asked me about, given the settings you're saying that you're running.

I still have a feeling you're running NVIDIA settings and still thinking they'll perform great even though your card is decent.

Do you have the NVIDIA specialty settings on? Like I think that game has Physx, if I remember correctly.
Turn any special NVIDIA designated settings off, and your FPS should skyrocket. They won't work well with an AMD card, anyway.

i only have hair works on and all the others are general settings. is my GPU thermal throttling ? cuz it runs around 70-76 Celsius when gaming

how about FPS in Witcher 3 maxed out i'm getting to 40-70 it sometimes goes below 30 for a little while.

For your GPU, 40-70 on max is normal. I had an R9 290x and I got about 45-60 on High settings. When you see it go below 30, it's usually the textures, shadows, and more of the world loading. It'll probably drop more when you get in to the larger cities, as I was gettinga bout 25-30 in the large cities; of course, depending on the population density you have set.

On any game though, keep ANY and all NVIDIA settings off, and you will see a great performance increase. It could severely reduce performance having even one of these settings on. AMD GPUs are not made for NVIDIA settings, as they do not have the appropriate chipsets, drivers, and software.

the thing is his is two 290x's in one gpu so it should perform better

It's a good card, I always wanted one in lieu of the R9 290x when it came out, but they pulled it off the market too fast. However, with newer games like The Witcher you're still going to see reduced performance since it's a newer game, with more graphical demand.

Take a look at some newer benchmarks for newer cards, and see how they're currently comparing to the 295x2, you'll see a massive difference. Although I do believe on Metro Last Light you should be pulling a lot more FPS.

Just play around with some settings like MSAA and such, try lowering them, not everything has to be maxed out. With my GTX 1080, I can't even play Call of Duty: Advanced Warfare on all max settings without it acting like a slideshow.
 
From a quick Google that game seems to have poor crossfire support which is needed to run a 295x2 properly. The hit and miss crossfire drivers are why I never really rated the 295x2. Its hugely powerful in games that support it but in those it doesn't you might as well have a 290x.
