Looking to build a pc for rust, i have roughly a $2000 budget and I need a monitor (144hz) and ill need win10.

This is what i was thinking, Is this a good way to go?

Which cpu depends on what you want to have it for. Most games are still fine with an i5,some make use of the extra threads an i7 has,but really only few and i cannot say if that nr. will grow.If you want to stream for instance is an i7 also welcome.

Can't see why you change motherboards,the B150 will have about the same features as an H170 (only things like raid not but only few who use that when having an ssd) and is imo better looking and has the better soundchip.It's also atx so will give a better look with a window in the case.

i used an i5 again.
I added a nice cooler which imo is a bonus.There are decent cheaper coolers like this one,

but these have a blue fan,doesn't go well with the red in the build,but that's me. For the price of this cooler can you also almost add a 1tb hdd so maybe something to think about.
i changed case because the one you chose just looks hidious ,but that's my opinion.
;) if you still like your choice better go for it.
i also chose the Samsung 750 evo over the 850,about as quick and not the same warranty period,but also cheaper,again it's up to you what to pick,just like the case (or whatever you want anyway).

For an OC build would i look at something with a "Z" board (you really need that) like the next build,

Has some money to spare looking at your build and if you want to spend that much maybe choose a different psu.
Look at some reviews about the cpu cooler i chose,it's a pretty good cooler for that price and at least as good as the 212 EVO.

Didn't mean to change the motherboards, they are something I really have no idea about. One question am I able to buy a usb copy of windows 10 or download from windows? Because i don't plan to put a optical drive in.

You should be able to buy windows on an usb stick,they are available.If not is downloadding a copy and buying a key with it also an option,then make your own usb stick.
